This comment is a bit misleading about Pitt's merit awards. There isn't a predefined "eligibility" and they aren't necessarily offering more scholarships. As people have explained here and elsewhere, Pitt uses merit awards as an enrollment management tool. The highest achievers won't necessarily get the highest awards — or any awards at all. Pitt doesn’t even offer much to stellar in-state students anymore. (post-Covid) Pitt still attracts plenty of full-pay international, full-pay OOS, and full-pay in-state students. Schools like William & Mary and UVA offer zero merit (and they tell you up front) to OOS students as well. However, look at new tuition rate, it seems a bit pricy comparing to other OOS schools that S24 got admitted. The reason we fell in love with Pitt after visit is the medical resources and school size. Also the city size of Pittsburgh is just right. A student may receive a March 1ish honors college admission and no merit at all, while another student who is not in the honors college does receive merit.
